Well - You've allready got some cracking advice from Jojo and I think that what she suggests is great advice. You just need to be honest with your neighbour - that's at the heart of it. Explain that when you first started walking you weren't very quick but let her know that now you are. Tell her that if she came with you, you'd be worried that you would be going to fast for her to keep up, and yet it would be no good for you if you went slower because it wouldn't provide the workout you need.
Why not explain that the walking is only part of your fitness regime. Tell her about your change in diet, how consumption of

wagon wheels for example are now confined to your "evening/private work"

Lend her the most difficult exercise DVD that you can find, and tell her that when she can do it all without getting out of breath she'll be ready to join you.
Encourage her to find another friend of a similar ability to her own to start walking with in the meantime. She'll probably give up long before she reaches the required level - share your times with her so she can see how far adrift she is. Also tell her that you often go walking on the spur of the moment and similarly tell her that you often decide not to go sometimes at the last moment too.

I know exactly what you mean Diane about hating throwing food away. But I pick up food so cheaply (see some of my previous posts for an idea - not that I mention it too often on here, being a bit shy about discussing that sort of thing) that I often overbuy. Needless to say anything I b*y that can be frozen is. My freezer is always full to bursting point.
If I end up throwing away the odd bag of salad leaves, soggy cucumber or hairy tomato (Yuk) that I didn't make use of in time, I don't really mind as I may have b*ght several packs of each for pennies rather than pounds, and I probably used 95% or more of them. For example I recently pa*d under £20 for a load of shopping that would have been almost £200 at the full price. That is not untypical, and some of this kind of waste is unavoidable using my food b*ying strategy. It's a necessary evil, though I do try to minimise it.
